Denatured Alcohol?

We are doing the following blend.

​1) SDA-35A 200 Proof - 85%
​2) Powder - 12.5%
​3) Propylene Glycol - .31%
​4) Glycerin - .18%
​5) Lactic Acid - .21%
6) Sodium Diacetate - .45%

​When this blend hits 27' F it is freezeing and the powder is falling out of solution then crytalizing.  I believe it is because the beginning ambient tempature of the SDA is to cold.  Would anyone have a good idea of what tempature would be best to blend these raw materials together?  I believe this will help in the dissolving process.
